History of Resolutions

Children’s services need to be done better.

Resolutions was a child protection consultancy based in Perth, Australia that was owned and directed by Professor Andrew Turnell, co-creator (with Steve Edwards) of the Signs of Safety approach. 

For 20 years up until 2019, Andrew — via Resolutions — has:

  • Led the ongoing development of the Signs of Safety child protection practice model

  • Built and coordinated a worldwide network of professionals using and training in the approach

  • Developed and oversaw the official Signs of Safety Trainer and Consultant licensing program 

  • Consulted on implementations of Signs of Safety across dozens of agencies in countries across the world.

This broad summary does not do justice to the amount of time, thinking, work, leadership, blood, sweat and tears that went into establishing and growing Signs of Safety into the leading child protection model it is today, but hopefully it gives some idea of the depth, breadth and positive impact of the work that has been done. 

Over time the approach’s leadership has broadened from just Andrew and Resolutions to include an ever-growing community of licensed Signs of Safety Trainers and Consultants. This community numbers over 60 child protection professionals who have worked with hundreds of organisations in more than a dozen countries Implementing Signs of Safety.

 
 

After three years of planning, in January 2019 Andrew established an international, membership-led, not-for-profit organisation called Elia to take over coordination of Signs of Safety. The community of trainers and consultants make up Elia’s membership. Through their membership in Elia, the community has taken ownership of Signs of Safety and will lead future work and development.

Andrew was Elia’s founding CEO and formally stepped back from leadership within Elia in 2021 completing the handover of the Signs of Safety from its co-creator to the community of trainers and consultants.

Elia has taken over from Resolutions as the only organisation that can certify and licence Signs of Safety Trainers or Consultants. It will run International Signs of Safety Gatherings, maintain and develop the Signs of Safety Knowledge Bank, and continue to develop the Signs of Safety IT Solution with our IT Partners.

Elia will continue to build on the huge amount of work done by Andrew Turnell via Resolutions.
